Offshore renewable energy technology roadmap

Offshore renewable energy technology roadmap

Overview

The Sustainable Energy Authority of Ireland (SEAI) commissioned us to produce an offshore renewable energy technology roadmap. This identifies how Ireland could harness its offshore renewable energy (ORE) potential.

Our report, published in July 2024, provides a detailed offshore renewable energy technology roadmap for in Ireland.

The technology assessment evaluates the readiness and commercial viability of various ORE technologies. This focussed on fixed and floating offshore wind. Other technologies such as wave, tidal, airborne wind, floating solar, and ocean thermal were also reviewed. Cost modelling (LCOE) was used to compare their potential.

The Offshore renewable energy technology roadmap also presents several development scenarios for the sector. These include options for decarbonisation, export-led growth and expanded use of wave energy. It examines Ireland’s current strategy, policy frameworks, and delivery mechanisms. We identified opportunities to strengthen these areas by drawing on international best practices. The report evaluates the economic impact of ORE, including jobs and gross value added (GVA). It also explores the capacity of Ireland’s research and skills ecosystem to support growth.

Key challenges

  • Different levels of technological and commercial readiness across different ORE technologies
  • Identifying policy and regulatory frameworks need to be more cohesive and investor-friendly structures
  • Assessing readiness of local supply chains and infrastructure to meeting the demands of the ORE industry
  • Quantifying workforce, research and innovation capacity and alignment with ORE potential

Key impact

  • Offshore renewable energy technology roadmap provides a clear, evidence-based vision for taking advantage of its vast ORE resources, while managing risk and building long-term economic resilience
  • The 50 structured recommendations gave practical policy guidance
Economic analysis reinforces the case for investment in local supply chains and job creation
  • Research insights are guiding academic and industry stakeholders
  • A foundational document for Ireland’s energy transition, driving a coordinated, ambitious and achievable ORE agenda
