The World Bank Group has launched the Viet Nam Offshore Wind Sectoral Planning study, prepared by BVG Associates. We were supported by Viet Nam’s Institute of Energy, Haskoning and The Biodiversity Consultancy. This study provides an early-stage spatial analysis of the biodiversity, social and technical attributes in Viet Nam to inform the identification of areas suitable for offshore wind deployment in the future.

The Offshore Wind Roadmap for Viet Nam was published in 2021, is a landmark study, commissioned by the World Bank Group, delivered by BVG Associates. It analysed the offshore wind development potential in Viet Nam and outlined the necessary steps to establish and grow an industry. One of the key recommendations was to undertake an offshore wind marine spatial planning exercise to identify where projects should be located.

Viet Nam’s Power Development Plan XIII (PDP8) has subsequently set targets to install between 6 GW and 17 GW of offshore wind capacity by 2035 and between 114 GW and 139 GW by 2050. Marine spatial planning is critical to deploying this scale of offshore wind capacity in Viet Nam.

The Viet Nam Offshore Wind Sectoral Planning study takes the next step in supporting the Government of Viet Nam’s offshore wind ambitions. It provides an adaptable methodology and advisory analysis to help identify the least constrained, most economically attractive areas for offshore wind deployment in Viet Nam. It is the first time the environmental and social sensitivity mapping SenMap methodology, published in The World Bank’s Integrated Environmental and Social Sensitivity Mapping—Guidance for Early Offshore Wind Spatial Planning, has been applied to support offshore wind marine spatial planning. The study also defines the steps that need to be taken to support further spatial planning.

The report was formally launched at a webinar aimed at key Vietnamese stakeholders on 31 March 2025. The study is intended to provide an approach and analysis that can be refined through an iterative process by the Government of Viet Nam to identify the most suitable locations for offshore wind deployment. It does not represent the views of the Government of Viet Nam.
