
Leo Bertels
Associate Director
Leo leads our industry building team. He works with governments and enabling organisations to grow offshore wind, globally. He helps countries understand and exploit offshore wind opportunities, drive growth and realise economic gains. Leo also leads our work in the UK and Ireland. Leo has 8 years’ experience with the UK civil service where roles included head of the UK Government’s Floating Wind Programme. Clients benefit from Leo’s policy expertise, industry insight and political understanding. They appreciate his clear communication, incisive thinking and personable working style.
Immediately prior to joining BVGA, Leo was head of the UK Government’s Floating Wind Programme, aiming to scale up and accelerate deployment and foster the development of the sector in the UK. He joined the UK civil service in 2014, where he held several roles including working in the office of the minister for energy and climate change. He joined the UK Government’s renewable power team in 2019, where he oversaw delivery of key policy priorities including the offshore wind manufacturing investment scheme (OWMIS).
