Overview

Consultant, BVG Associates (2023 to present).

Belinda Malone project manages the geographical information system (GIS) team across BVGA. She delivers GIS analysis and maps to projects, primarily focussing on marine spatial planning. This has included projects in Japan, Philippines, and Vietnam. Belinda is our Philippines country lead, coordinating BVGA’s projects and efforts in the market. She also works across a wide range of BVGA projects providing project management, primary research and report writing. Before becoming a Consultant, Belinda provided project support and quality management to the consultancy team and used her MS Power BI experience to deliver internal projects. Clients benefit from her sharp attention to detail and determination to solve problems. She also has passion for clear and effective maps which help to bring clarity to important questions.

Project Support and Quality Management Coordinator, BVG Associates (2021 to 2023). Belinda delivered project support and quality management for the BVGA Team. This included successful retention of BVGA’s ISO9001 certification. She also used her MS Power BI expertise to assist internal model development.

Course Coordinator, Thatcham Research (2017 to 2021)

Belinda was responsible for scheduling courses for a range of customer types, and manipulating data from a range of sources to create and present reports based on the needs of colleagues.

Recent key projects

Offshore Wind Industry Council (OWIC): P2G consenting e-learning modules recommendations

BVGA was selected through competitive tender to review the content and use of the modules and advise OWIC on the updates required, their usefulness to the industry, and the best business models for the modules going forwards. Belinda project managed this work and engaged with consenting teams ranging from offshore wind developers (including bp, Orsted, RWE, Scottish Power Renewables, SSE) to Scottish Government, Department for Environment Food and Rural Affairs, and the Planning Inspectorate. She gathered feedback from stakeholders and conducted expert audits, in order to sculpt recommendations for the modules’ improvement.

Offshore Energies UK (OEUK): guide to offshore wind development

OEUK commissioned BVGA to produce a succinct guide to the stages in offshore wind development in the UK, from marine spatial planning through to offtake. As well as describing the processes at each stage, the guide clarifies the responsible organisations and describes any current or anticipated activity. As project manager, Belinda produced this guide and engaged with relevant external bodies to validate aspects of the guide.

Scottish Renewables: SOWSD data repository

Belinda engaged with a wide range of stakeholders to establish their views on a minimum viable product (MVP) for an industry data repository, one of the requirements of the Scottish Onshore Wind Sector Deal (SOWSD). She used her experience of the onshore wind development process to guide the engagements and capture a wide range of user requirements for the MVP.

Energy Transition Partnership: marine spatial planning in the Philippines

Belinda produced sensitivity maps for stakeholder input, covering nearly 40 biodiversity, social, and technical constraints. She engaged with Government departments and private stakeholders to gather spatial data and validate the analysis. She coordinated the development of an offshore wind marine spatial planning tool, including designing the GIS components and delivering an in-person workshop in the Philippines to embed the tool within marine spatial planning processes.

The World Bank: offshore wind planning in Vietnam

Following delivery of the Offshore Wind Roadmap for Vietnam, BVGA was asked to identify potential development zoned for offshore wind in Vietnam. Belinda undertook GIS analysis to design development zones and blocks for different scenarios, based upon a range of biodiversity, social and technical constraints. This culminated in a series of high-impact maps for inclusion in the marine spatial plan.

Low Carbon Hub: onshore wind feasibility

South Oxfordshire District Council in the UK commissioned Low Carbon Hub to explore options available for the development of a community energy scheme in Berinsfield. Belinda undertook a feasibility assessment of the Berinsfield parish area for the installation of wind turbines, revitalising and using BVGA’s onshore development model. t.

Tara Climate Foundation: Japan offshore Wind spatial plan

Belinda produced GIS-based maps to clearly communicate levelised cost of energy input and output data to the client, enabling the Japanese Government to establish the best areas for offshore wind development.

Offshore Wind Industry Council (OWIC): innovation gap analysis

OWIC needed to inform its offshore wind innovation priorities by researching current activity in 15 priority innovation areas. Belinda used a combination of industry engagement and desk research to investigate the activity in these 15 priority innovation areas. This resulted in a report identifying the appropriate level of intervention where the client could make a difference in the priority areas.
