Bruce Valpy delivers strategic projects for governments, enablers, developers and supply-chain businesses. He has written a wide range of market, technology and economic reports. Bruce has shaped the offshore wind in many markets. Before starting BVGA, he led international engineering teams at major wind turbine suppliers. He developed and commercialised a range of cutting-edge wind turbines that now operate globally. Clients benefit from his technical, engineering design and market knowledge from over 30 years within the wind industry. Bruce brings a creative, rigorous and straight-talking approach to addressing complex challenges. His passion is to make a difference to clients, especially where they impact the future of our climate.
Career experience
Technology Manager, Vestas Wind Systems (NEG Micon) (1998 to 2005)
Responsible for design, workshop testing, prototyping, manufacturing scale-up and hands-on operational support. Drove forward key component technology and sourcing to reduce product cost by average of 9% year-on-year.
R&D Project Engineer, Wind Energy Group (1987 to 1998)
Project engineered an innovative wind turbine with teetered rotor. Included design, certification, prototyping and technology transfer to India. Used design knowledge, load measurements and creativity to engineer an increase in turbine’s power rating by 25% with no cost increase.

The World Bank: offshore wind roadmaps for Vietnam, Azerbaijan, the Philippines and Romanian
Bruce project directed all four projects, working with governments and stakeholders across regulatory, environmental, social and technical aspects to set the course for offshore wind.
Global energy majors: offshore wind market entry decision and strategy
Bruce led work to support senior teams in two of the largest energy majors to enter the offshore wind industry. Through bespoke in-depth processes, he enabled positive decisions through creative strategic thinking and provision of a detailed evidence base.
Major global offshore wind developer: auction development excellence program
Providing expert support for McKinsey and Company, Bruce developed strategies for success in offshore wind auctions as non-price factors increase in priority.
The World Bank: Key Factors for Successful Development of Offshore Wind in Emerging Markets report
Bruce co-authored the original and 2025 update of World Bank Group Offshore Wind Program’s keynote report, referred to daily by many around the world. The report is used as vital evidence to inform strategy, policy, framework and industry delivery.
Energy Transition Partnership: marine spatial planning in the Philippines
Bruce project directed the delivery of an offshore wind marine spatial plan for the Philippine Government. Bruce led the engagement with Government departments and stakeholders. He delivered in-person workshops in the Philippines. He led the delivery of the offshore wind marine spatial planning tool and upskilling of relevant government staff.
UK Government: Offshore wind guidelines and framework development support for Government of Bangladesh
Bruce is project director for this broad and deep activity to shape the future of offshore wind in Bangladesh.

In collaboration with Mitsubishi Research Institute, Bruce delivered the economic analysis and volume vision that underpinned the government-industry deal that kick-started offshore wind in Japan.

Bruce has project directed a series of projects, in collaboration with partner MRI, informing Government about international good practice from spatial planning to auctions and helping to shape future frameworks.
