Managing Consultant (2023 to present)
Matt leads our industry building team. He works with governments and enabling organisations to grow offshore wind, globally. He helps countries understand and exploit offshore wind opportunities, drive growth and realise economic gains. Matt provides strategic consultancy to governments, industry enablers, and supply chain stakeholders across the global renewable energy sector. Drawing on expertise in engineering, technology, policy, and economics, he helps clients navigate complex challenges and unlock new opportunities.
He leads BVG Associates’ work on educational materials and training resources to support workforce development and stakeholder understanding, contributing to wider industry capability building. With extensive experience leading large, multidisciplinary renewable energy projects, Matt has delivered impactful work across all major technologies. His background spans engineering, market and supply chain analysis, industry development, and techno-economic modelling.
Known for his collaborative, solutions-focused approach, Matt works closely with clients to understand their objectives and tailor advice for long-term success. Passionate about renewable energy and committed to high-quality outcomes, he is both a technical authority and a trusted project partner.
Career experience
Senior Wind Consultant, Bureau Veritas Group (2022 to 2023)
Delivered large scale multidisciplinary projects and led the certification process for several large offshore wind farms in new markets.
Consultant Engineer, ITPEnergised (2018 to 2022)
Delivered renewable energy engineering and strategy consultancy to a wide range of clients. He worked across all established renewable energy technologies including, wave energy, tidal energy, and floating and fixed offshore wind.
Design Engineer, MTS Environmental (2017 to 2018)
Design of equipment to process contaminated soil, involving engineering of components and systems, and coordination with manufacturers and stakeholders.
Recent key projects
Irish Government: advisory services for the offshore wind plan led approach
Matt advised the Government of Ireland on its offshore wind policies and plans. He led marine spatial planning, identifying four auction areas. He continues to support DECC in assessing the country for both fixed and floating wind projects.

Matt has launched industry education tools such as the Guide to a floating offshore wind farm and Manufacturing fact sheets for Scottish Enterprise, combining technical expertise with clear presentation for different audiences.
ORE Catapult: floating offshore wind advanced manufacturing
Matt led research into the application of advanced manufacturing technologies to floating offshore wind. He assessed state of the art technologies and calculated the cost benefit of application at scale to floating foundations.
OWIC: Review of Pathways to Growth E-learning Modules
Matt reviewed OWIC’s Pathways to Growth e-learning modules on offshore wind consenting. Led content and usability audits, stakeholder interviews, and survey analysis. He delivered prioritised recommendations for updates and long-term ownership.
NYSERDA: Tier 1 Onshore Renewables Evaluation Pane
Served as a technical evaluator for NYSERDA’s Tier 1 onshore renewables solicitation. Assessed bids across solar, wind, storage, and hydro projects, scoring applications against financial and non-financial criteria. Participated in panel sessions to finalise scores and award offtake contracts.
Market Entry Support: Offshore Wind Cable Monitoring
Advised a client from the rail and oil & gas sectors on entering offshore wind with a cable movement monitoring technology. Delivered workshops on market dynamics, assessed technology fit, and analysed subsea cable failure drivers. Estimated revenue potential using market forecasts and identified routes to commercialisation. Our work informed the client’s development strategy, supported funding success, and helped initiate offshore trials.
Reventus Power: JV Due Diligence for Celtic Sea Floating Wind
Supported Reventus Power with technical and commercial due diligence ahead of a JV decision for The Crown Estate’s Celtic Sea leasing round. Assessed proposed partners’ offshore wind credentials, Celtic Sea project viability, and commercial factors including auction dynamics and offtake pricing. Our insights enabled Reventus to form a JV with ESB and EDF Renewables to develop the Gwynt Glas floating wind project
Dyna Energy: Offshore Wind Benefits for Jersey
Advised Dyna Energy on the long-term benefits of offshore wind for Jersey. Assessed impacts on energy costs, security, jobs, infrastructure, and economic growth. Analysed French grid trends and Jersey’s energy reliance to build a compelling case for local generation. Our report was shared with policymakers and contributed to the States Assembly’s decision to explore offshore wind development off Jersey’s south-west coast
NORWEP: Offshore Wind Engineering Landscape
Commissioned by Norwegian Energy Partners to help supply chain members understand offshore wind engineering decision-making. Conducted interviews with designers and engineers to map procurement processes across project packages. Delivered a long list of active firms and detailed profiles of 20 key players. The report helped NORWEP members identify key clients, understand specification responsibilities, and improve engagement strategies.
NORWEP: Offshore Substation Ecosystem Analysis
Produced a report for Norwegian Energy Partners on HVAC and HVDC offshore substation design and procurement. Assessed current and emerging technologies, including floating and subsea substations. Conducted interviews to map design and specification decision-making. Delivered insights on key packages and players, helping NORWEP members understand the engineering process and engage more effectively with clients
Greenrock: Offshore Wind Energy Production for Bermuda
Supported Greenrock with analysis of a 60 MW offshore wind farm’s energy potential in Bermuda. Modelled long-term wind climate to estimate P50 and P90 AEP values, and advised on next steps for a bankable assessment, including floating LiDAR deployment. Findings informed Greenrock’s advocacy, contributing to the States Assembly’s decision to explore offshore wind development. [38304]
ICN Victoria: Local Content Model for Offshore Wind
Developed a custom tool for ICN Victoria to estimate local content in Australian offshore wind projects. Set out project costs into key categories, providing benchmarks and editable inputs for each. The tool calculates overall local content values, supporting ICN Victoria’s advice to the Victorian Government on setting targets for upcoming offshore wind auctions.
