Overview
The Pathways to Growth (P2G) consenting elearning modules were launched by Offshore Wind Industry Council (OWIC) in April 2022 and cover key elements of the offshore wind planning permitting process across the UK.
We reviewed the modules to advise OWIC on usefulness, updates required, and best business model.
The project team completed an audit of all seven modules. We highlighted specific content that needed to updating and usability issues. We also conducted a digital audit of the OWIC website to identify improvements to online access.
We interviewed 30 stakeholders from a range of companies across the P2G Co-ordination Group and the OWIC Developer Group. These included Natural England, Planning Inspectorate, Scottish Government, Scottish Power Renewables, The Crown Estate, as well as a range of offshore wind developers.
We presented recommendations for RUK sorted by urgency and effort required.
We also researched and analysed potential alternative owners or hosts of the consenting elearning modules. We developed a scoring matrix to analyse 20 potential candidates based on desk-based research.
Our output enabled OWIC to make decisions on how to maximise the enduring impact of the materials.
