Overview
Our client commissioned us to investigate the barriers facing the offshore wind in India. We delivered actionable recommendations to government, industry, and key stakeholders.
Potential for offshore wind in India is strong, particularly in Gujarat and Tamil Nadu, is a critical emerging market. It has set an ambitious goal of leasing 37 GW of offshore wind capacity by 2030. OSW is a central pillar of its energy transition strategy.
In partnership with MEC Intelligence (India), we produced a comprehensive report that:
- Identifies policy, framework, and delivery model gaps hindering offshore wind in India,
- Draws lessons from both mature and emerging offshore wind markets such as Australia, Japan, the Netherlands, the UK, and New York State, and
- Provides a clear strategic direction and actionable recommendations tailored to the Indian context.
The report was officially launched at an event attended by key stakeholders, with the Joint Secretary of the Ministry of New and Renewable Energy, Mr. Lalit Bohra, officiating. It has since become a cornerstone reference for offshore wind planning in India, helping shape the dialogue between government and industry on how to unlock India’s OSW potential.
Key challenges
- Lack of cohesive OSW strategy, underdeveloped policy and regulatory frameworks, limited investor and developer confidence, and uncertainty around delivery mechanisms
- Distilling insights from complex and evolving global OSW markets and align them with India’s specific needs
- Engaging a wide range of stakeholders
- Ensuring the report was aligned with both national policy objectives and market expectations
Key impact
- Identification of vision and policy to define a long-term strategy and supportive policy environment.
- Recommendations on how investment and frameworks to establish structures that will attract private sector investment
- Proposed practical mechanisms to enable successful project execution.
