Managing Consultant (2025 to present)
Patrick Whelan is part of our industry building team. He specialises in energy strategy, policy and framework development for offshore wind (OSW) markets. He delivers strategic projects for governments and enablers to support sustainable industry growth. He has also delivered projects for developers and supply chain companies. These include market assessments, supply chain analysis work and economic benefit modelling.
He is also our Operations Manager, ensuring that we our internal processes and practices continue to serve clients’ needs efficiently.
Patrick Whelan is an experienced and confident project manager. He communicates clearly, forming collaborative relationships that ensure effective project delivery. His pragmatic and rigorous approach enables him to deliver impactful, quality results. Patrick is driven to ensure the use of lessons learnt from established OSW markets support the global and sustainable growth of the sector.

Undertook research projects on global offshore wind markets, supply chains and the economic impacts of projects to inform client decisions.
Recent key projects
The World Bank: offshore wind spatial planning in Vietnam
Patrick Whelan project managed a comprehensive offshore wind marine spatial planning project. This identified the least constrained, most economically attractive areas for offshore wind deployment, based upon a high-level resource and sensitivity assessment.
Tara Climate Foundation: offshore wind spatial planning in Japan
As part of a marine spatial planning exercise to identify promising areas for OSW development in Japan, Patrick project managed a spatial LCOE analysis for the exclusive economic zone of Japan.
Ministry of Economy, Trade and Industry, Japan: regulatory framework and supply chain development
Patrick has project managed a series of projects, in collaboration with partner MRI. These informed the Japanese Government about good international practice ranging from spatial planning through to auctions and helping to shape future frameworks.
Sustainable Energy Authority of Ireland: offshore renewable energy technology roadmap
Patrick led on the review of Ireland’s existing regulatory frameworks and how lessons learnt from other global markets could be applied to deliver OSW projects in Ireland.
Foreign, Commonwealth and Development Office, United Kingdom: regulatory framework support for South Korea
To address regulatory challenges in South Korea, Patrick project managed a project that provided a detailed history of the UK’s OSW regulatory frameworks and an assessment of key lessons learnt t that could be applied to South Korea.
Major offshore wind developer: Celtic Sea supply chain assessment
Patrick Whelan project managed a floating OSW supply chain assessment for the south west of the UK. This included a regional supply chain analysis, an economic impact assessment and a multi-port execution and logistics deployment plan.
European government: supply chain study for offshore wind in Japan, Korea, Taiwan and Vietnam
Patrick led this supply chain study for the Japanese market, providing insight into the market dynamics, regulatory frameworks and supply chain capability of Japan to help exporters succeed in new opportunities.
Equinor: Vietnam supply chain assessment
Patrick supported the delivery of a detailed assessment of the OSW supply chain in Vietnam. He undertook research and engagement with suppliers to provide a comprehensive view of the gaps and opportunities for local supply in Vietnam.
Foreign, Commonwealth & Development Office United Kingdom: UK offshore wind supply chain brochure
Patrick project directed the delivery of a brochure to exhibit the capability of the UK OSW supply chain to markets in Asia.
Swire Renewable Energy: offshore wind market entry strategy
Patrick Whelan supported Swire across a series of projects to inform its move from oil and gas into the wind market. This included supporting the development of a market entry strategy, undertaking a review of rental service opportunities and evaluating acquisition targets.
