Overview
The states of Massachusetts, Rhode Island, and Connecticut launched a joint memorandum, the 83C IV solicitation, of understanding to procure up to 6 GW of offshore wind. This required developers’ proposals to meet both state-specific and shared regional objectives. Our client asked us to develop a proposal that addressed these requirements.
We used our economic impact model to quantify the economic benefits of the project. The analysis covered both direct procurement-driven economic activity. It also included additional benefits from the proposed economic development package. Our ability to work at pace and tailor outputs to requirements helped our client deliver a strong, compliant, and competitive proposal.
