Supporting offshore wind frameworks and supply chains in Japan

Japan aims to achieve net-zero greenhouse gases by 2050. Offshore wind is key to achieving the country’s environmental targets. The Government of Japan has set the target to auction 10 GW of offshore wind by 2030 and 30 to 45 GW by 2040. To achieve this, the Government needs to address policy, regulatory and delivery challenges .

Along with our local partner, Mitsubishi Research Institute, we have delivered a number of projects for the Ministry of Economy, Trade and Industry. These are supporting Offshore wind frameworks and supply chains in Japan. This included:

  • Studies on the commercialisation of floating offshore wind. These covered policy, technology and supply chain development in different markets.
  • Studies on the regulatory frameworks in established offshore wind markets. These provided a critical assessment of each and the lessons for Japanese frameworks.
  • A study on local content measurement in the UK, its application to the offshore wind and how it has evolved.
  • Studies on marine spatial planning in established offshore wind markets.
  • Studies on the roles and responsibilities of stakeholders in the financing, construction and operation of export system and transmission network assets.
  • Market engagement to understand how developers perceive the regulatory framework and supply chain challenges in Japan. This included actions to address these challenges.
  • Studies on export system development, revenue support mechanisms and indexation. Measures to improve project certainty to inform the regulatory framework arrangement for projects developed in Japan’s exclusive economic zone.
