Industry
building

We work with governments, development banks, climate funds and enabling organisations to enable offshore wind industry building.

We have delivered offshore wind roadmaps for Azerbaijan, Philippines, Romania, and Vietnam for the World Bank Group. These form the core of the World Bank’s global offshore wind programme.

We were lead author on World Bank Group’s reference for offshore wind for civil servants, Making Offshore Wind Work: Key Factors for Successful Development of Offshore Wind in Emerging Markets.

We were an integral part of the UK’s first offshore wind Government-industry deal, Japan’s offshore wind vision to 2050 and the Scottish sector deal to deliver 20 GW of onshore wind.

We delivered the online Guide to an Offshore Wind Farm, Guide to Guide to a Floating Offshore Wind Farm and variants for Japan and South Korea.

We have delivered national and sub-national offshore wind spatial plans in Ireland, Philippines, US and Vietnam.

Our mapping of costs, supply chains, local economic benefit and employment show the way forward in offshore wind markets.

We have helped hundreds of companies make the right next steps in growing business in the wind industry through public- and privately-funded supply chain support programmes.

No other consultancy has our influence, insight and focus on industry building. We define the strategies and regulatory frameworks for a sustainable wind energy sector. We are in for the long-haul. This scale of national infrastructure takes years to establish and needs collaboration and trust between government, local and international industry.

Market roadmap

and visions

The global standard for offshore wind roadmaps

We set the global standard for market roadmaps and visions.

With our help, governments around the world have taken great steps to establish thriving offshore wind industries. Our plans deliver structured guidance, from initial planning to full-scale implementation. They provide a clear path to delivering economic benefit, protecting local interests and preserving ecosystems.

We cover strategic, policy, technical, commercial, social and environmental aspects.

We routinely work with local partners to ensure local and global considerations are well covered. We bring first-hand experience of how governments, project developers and suppliers think and what they need.

Shaping a cleaner, more resilient energy future

Our energy policy, strategy and framework advice supports the execution of long-term national energy industry building plans.

We help governments develop a strategy for transition to a net-zero carbon future, including the scale and timing of delivery of wind capacity.

We help decide on the balance between policy objectives then shape frameworks for leasing, permitting, offtake revenue and grid connection that work for government and industry.

We then help develop supply chains and ports to play key roles in delivery of capacity, delivering benefits to local businesses and communities.

We also help strengthen stakeholder organizations to increase capacity and capability.

Our work reflects real-world wind energy sector needs, informed by our global network.
We help shape a cleaner, more resilient energy future.

Sector deals

Collaboration for meaningful impact

Sector deals are agreements between industry and government to drive wind industry building. These often cover volumes, costs and local economic benefit. They enable industry to invest and government to have confidence in delivering their long-term objectives.

We help industry and governments to understand each other and communicate effectively. This enables collaboration on challenges, commitments and opportunities, maximising the likelihood of success.

We bring experience from global markets, but recognise each market is different and will need a solution that is right for it.

Such deals are not just about defining objectives. We also provide support across the implementation of sector deals.

We foster collaboration and innovation to drive meaningful impact

Marine spatial
planning

Enabling projects to thrive in harmony with communities and nature

Our marine spatial planning (MSP) services enable successful pipelines of offshore wind projects to be established in the right locations. We use evolving global best practices to identify marine areas for potential development. Our MSP work incorporates environmental, social, technical, and economic considerations.

Sensitivity analysis allows biodiversity, social and technical concerns to be highlighted and managed, ensuring developments are sustainable and economically viable.

Our expertise in site identification pinpoints the best marine areas for OSW development. We enable positive engagement between governments, project developers, and other stakeholders.

Every MSP project is rooted in sustainability. Our data-driven approach ensures developments deliver environmental protection and financial feasibility.

We incorporate globally recognized best practices, including the World Bank’s SenMap methodology. Our MSP work is at the forefront of innovation and industry building, aligned with global frameworks.

Our MSP services enable projects to work in harmony with ecosystems and communities.

Supply chain, workforce and skills development

Assessing workforce readiness

Our supply chain and workforce assessments determine local readiness for offshore wind, based on our knowledge of how offshore wind works and what volumes of different job roles are needed.

Our tailored strategies address gaps, enabling a supply chain and workforce ready to meet offshore wind demands, recognising local capabilities and realistic local opportunities.

We understand the needs of the sector and its purchasing teams. We get what it takes to succeed in industry building and how supply chains establish in new markets. This enables us to help design supply chain development programmes and also help companies capitalize on wind opportunities.

We offer robust support to government agencies to build internal capabilities and knowledge.

From supply chain and skills forecasting to implementation, our solutions meet evolving industry demands.
