Overview

Working in partnership with Arup, we delivered the report Key Factors for Successful Development of Offshore Wind in Emerging Markets for the World Bank Group/ESMAP. We also created e-learning materials to give civil servants the knowledge to support offshore wind deployment.

The Key factors for emerging markets report provides practical guidance for governments to maximise the benefits of offshore wind. It centres around four key elements essential for successful development:

  1. Energy Strategy: Establishing a long-term vision and pathway to net-zero
  2. Policy: Driving competition to stimulate innovation and investment
  3. Frameworks: Developing transparent, robust, and equitable systems for leasing, planning, grid access, revenue mechanisms, offtake agreements, and health and safety, and
  4. Delivery: Enabling international financing and fostering local supply chains and infrastructure

We applied a structured approach to the development of the Key factors for emerging markets report, from initial scoping to detailed drafting, incorporating client and peer review feedback to ensure clarity and relevance.

In 2024, we were contracted to refresh and update the report. The Making offshore wind work report reflected with new best practice and added new content relating to emerging industry themes such as non-price factors, cost escalations and grid developments.
