Overview
As part of a consortium led by Ramboll, we provided cost and supply chain analysis to support the development of a New Jersey strategic plan for offshore wind. This influenced the New Jersey Board of Public Utilities’ (NJ BPU) New Jersey Offshore Wind Strategic Plan.
We reviewed early drafts of the strategic plan and delivered two key stand-alone reports:
- Offshore Wind Supply Chain, Infrastructure, and Workforce Development
- LCOE and Energy Production of Offshore Wind Farms in New Jersey
These reports provided a detailed evidence base to support strategic decision-making around offshore wind development in the state.
Key challenges
- Gathering robust data in the early stages of planning its offshore wind strategy
- Estimating local content potential and supply chain readiness
Integrating economic, technical, and labour market data into clear, actionable insights - Working within the timelines of a high-profile public policy process
Key impact
- IExpanded the state’s offshore wind ambition from 3.5 GW to 7.5 GW
- Supply chain and cost modelling demonstrated the feasibility and economic benefits of scaling up
- The final New Jersey Strategic Plan is guiding investment, policy, and workforce planning.
